Proposed DeBaliviere TOD Project
Come to a presentation about the redevelopment of the DeBaliviere Strip Mall, Metrolink Parking Lot and Metrolink Kiss-and-Ride located at DeBaliviere and Forest Park Parkway.
To date, the project has been reviewed by the resident-led Commercial Districts, Historic District and Community Development Committees, as well as the DeBaliviere Place Special Business District, Residents of 5700 DeGiverville/Waterman Blocks and the 26th and 28th Ward Alderpersons. In general, feedback over the last several months of review has been positive in both neighborhoods.
Per our development review process, it is now time for a public meeting.

What is a TOD Project?
Transit Oriented Development is a way of creating vibrant, livable, sustainable communities. Also known as TOD, it’s the creation of compact, walkable, pedestrian-oriented, mixed-use (residential & business oriented) communities centered around high quality train systems. Transit oriented development is regional planning, city revitalization, and walkable neighborhoods combined.
TOD makes it possible to live a lower-stress life without complete dependence on a car for mobility and survival.

What Do We Hope To Achieve?
The Skinker DeBaliviere Neighborhood Plan calls for the DeBaliviere Strip Mall, Metrolink Parking Lot, and Metrolink Kiss-and-Ride to be redeveloped to (1) create new housing (2) make DeBaliviere safer (3) attract goods and services that are needed by us as well as other nearby communities (4) serve as a catalyst for improvements to and greater use of the Forest Park-DeBaliviere Metrolink Station.
Project Compliance With Neighborhood Plans
This project complies with major aspects of the Skinker DeBaliviere Neighborhood Plan (page 25), the DeBaliviere Transit Oriented Plan (Page 60) and current Form-Based Code (Page 112).
All these planning documents were developed with input from residents, property owners and business owners during our neighborhood planning process.
